The procurement process emphasizes pre-qualification, mandating bidders to demonstrate relevant experience, financial capacity, and compliance with licensing and safety standards, including submission of specific certifications such as operator qualification plans and anti-drug programs by mid-November 2025. The contract emphasizes a best overall value award basis, considering bid completeness, qualifications, schedule adherence, and past performance rather than solely lowest price. While detailed pricing information is not provided, the contract includes a bid sheet with placeholder figures, indicating that pricing will be submitted separately. Inspection and acceptance will occur on-site, with the owner retaining authority to reject non-conforming work, and the contract clauses are tailored locally without standard FAR clause numbering but include provisions for notices, confidentiality, assignment, and miscellaneous contractual terms.
