2026 Clearview Winter Sand

The Township of Clearview has issued a Request for Tender (Solicitation 2026-07) for the supply and delivery of winter road sand material. The scope of work requires the contractor to provide approximately 17,000 tonnes of winter sand and mix it with approximately 1,000 tonnes of road salt, which is supplied by the Township. The material must be delivered, mixed, and stacked into sand storage buildings at two specific locations: the Clearview Works Yard in Stayner and the Clearview Works Yard in New Lowell. The project is divided into two stages, with Stage One scheduled between October 13 and December 1, 2026, and Stage Two to be completed upon the Township's request. Contractors are required to maintain a continuous delivery rate of at least 200 tonnes per hour and must provide the necessary equipment, including a rubber-tired front-end loader. All materials must comply with OPSS 1004 specifications and specific gradation requirements. The contract is awarded on an F.O.B. Destination basis, meaning all delivery charges are pre-paid by the contractor. Successful proponents must provide a performance bond equal to 10% of the sub-total amount and maintain comprehensive general and automobile liability insurance of at least $2,000,000. Additionally, contractors must provide proof of WSIB good standing and comply with the Occupational Health and Safety Act. Bids must be submitted electronically through the Bids & Tenders system no later than 2:00 PM on October 16, 2026. The Township reserves the right to accept the tender it deems most advantageous, which will be evaluated based on compliance, delivery schedules, specification adherence, and overall best value.
