New Britain Township, located at 207 Park Avenue, Chalfont, PA 18914, will receive sealed bids online via PennBid until 10:00 A.M., prevailing time on May 26, 2026, at which time and place the bids shall be publicly opened and read aloud for:
2026 ROAD PROGRAM
This contract includes a base bid for the milling, base repair and paving of specified roadways within New Britain Township. The base bid also includes the replacement of several existing accessible ramps at specified locations. All material, labor, and equipment necessary shall be in accordance with PennDOT Publication 408 and Township Standards. Asphalt materials shall be based on PennDOT’s April 2026 Asphalt Cement Price Index.
All Bid Documents and solicitation details are available at no cost on the PennBid™ website https://pennbid.net. A nominal fee of 0.33% of the bid amount (up to $5,000) is assessed by PennBid™ only to bidders awarded contracts.
Each bid shall be submitted in accordance with the Instructions to Bidders, including but not limited to being accompanied by a Bid Bond or Certified Check for not less than ten percent (10%) of the Bid amount payable to the New Britain Township.
The successful Bidder shall be required to furnish proof of insurance, performance and payment bonds for 100% of the amount of the contract and maintenance bond in such form as meets the approval of the New Britain Township and having as security thereon such Surety company or companies as are approved by New Britain Township.
This project is subject to applicable provisions of Act 89, Transportation (74 PA.C.S.) and Vehicle Code (75 PA.C.S.) Omnibus Amendments and applicable provisions of Act 422, Pennsylvania Prevailing Wage Act, as amended, and the prevailing minimum wage rates issued by the Pennsylvania Department of Labor and Industry for work valued at over One Hundred Thousand Dollars ($100,000).
A Bid may be modified or withdrawn by an appropriate document duly executed in the manner that a Bid must be executed and delivered to the place where Bids are to be submitted prior to the date and time for the opening of Bids. Bids may be withdrawn within two (2) business days after the opening of Bids only by the withdrawing Bidder's strict compliance with 73 P.S. §1602 and any subsequent amendments.
No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids, or for such longer period of time that Bidder may agree to in writing upon request of Owner.
New Britain Township reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to waive any informality in the bids.
