2026 Road Rehabilitation and Resurfacing

The Town of Gravenhurst is seeking tenders for the 2026 Road Rehabilitation and Resurfacing project, identified as solicitation RFT-2026-INF-003. The scope of work involves comprehensive road improvements across three specific locations: Brydons Bay Road (710 m), Kilworthy Road (650 m), and Rockcastle Road (360 m). Key activities include drainage improvements, culvert replacements, pulverization, base stabilization, hot mix asphalt paving, granular shouldering, and boulevard restorations. The contractor is also responsible for implementing a daily updated traffic control plan to maintain at least one 3.5 m wide lane and adhering to O.Reg. 406/19 regarding excess soil management. The contract is governed by the Ontario Provincial Standard General Conditions of Contract (Metric OPSS.MUNI 100) and the Construction Act. Bidders must submit their proposals electronically by September 25, 2026. Awarding will be based on the most advantageous tender, considering factors such as value, experience, management qualifications, and compliance with specifications rather than solely the lowest price. Required submissions include a Schedule of Prices, a Bidder's Ability and Experience Form, and a Health and Safety Policy Statement. Financial and legal requirements include the provision of a digital Bid Bond and Agreement to Bond, with successful contractors required to provide Performance and Labour and Materials bonds each totaling 100 percent of the contract value. Payment is processed monthly within 28 days of a proper invoice. The project includes a 12-month maintenance period following completion. Quality assurance and control will be managed through random material testing and inspections conducted by the Engineer and Contract Administrator.
