2027 Landscape Hardscape Materials as needed

The contract seeks vendors to provide landscaping and hardscape materials, primarily hardwood and colored mulch and screened topsoil, for use by the New Jersey Casino Reinvestment Development Authority’s Special Improvement District Division. The contract period spans January 1, 2027, through December 31, 2027, with potential for a one-year extension if cost savings are demonstrated. Deliveries are order-triggered and must be completed within five business days of receipt of an order, with all materials delivered FOB destination to the CRDA warehouse at 13 N. New Jersey Avenue, Atlantic City, New Jersey. Materials must originate from New Jersey or Pennsylvania, comply with the Buy American Act (N.J.S.A. 52:32-1), and be free of pesticides, fungicides, disease organisms, and prohibited recycled content. Mulch must be made from 100% virgin wood chips, colored mulch may contain up to 10% recycled content if from DEP-permitted facilities, and topsoil must meet NJDOT specifications. All products must be new, in excellent condition, and labeled per bid specifications with “or approved equal” noted where brand names are used. Quantities listed are estimates and not guaranteed. The CRDA will award the contract to the lowest responsible bidder whose proposal meets all technical and compliance requirements, adhering to a Lowest Price Technically Acceptable approach. Bidders must submit ten mandatory submittals via the Bonfire portal by the August 12, 2026 deadline, including certifications on Affirmative Action compliance, Iranian investment disclosures, Russia/Belarus activity prohibitions, a non-collusion affidavit, and proof of New Jersey business registration. Subcontracting with New Jersey-certified Small Business Enterprises is required through good faith efforts under Executive Order 151. Payment will be made within 45 days of invoice receipt, subject to appropriation availability, and no sales tax may be included due to the CRDA’s tax-exempt status. The CRDA retains the right to reject any bid, award contracts for individual needs during the term, or waive minor irregularities. All materials must be inspected and accepted at the delivery site, and the vendor must indemnify CRDA against intellectual property claims.
