2027 Landscape Planting Materials

The Casino Reinvestment Development Authority (CRDA) is soliciting bids for the supply of landscaping planting materials for the period January 1, 2027, to December 31, 2027, under solicitation number 2027 Landscaping Planting Materials. The contract, issued on July 14, 2026, with a response deadline of August 11, 2026, requires vendors to deliver new, defect-free plant materials to the CRDA Warehouse at 13 N. New Jersey Avenue, Atlantic City, NJ, under F.O.B. Destination terms. Quantities listed in the bid table are estimates only and subject to change, with no guaranteed minimum or maximum volumes. Delivery must occur within five business days of order placement, and vendors must provide advance notice to the warehouse administrator prior to delivery. The contract will be awarded to the lowest responsible bidder whose proposal meets all technical and compliance requirements, following a Lowest Price Technically Acceptable (LPTA) evaluation method, with no trade-offs for non-cost factors. The CRDA retains the right to reject any or all bids, waive minor irregularities, and separately procure requirements during the contract term as deemed in its best interest. Vendors must comply with a comprehensive set of state-mandated certifications and disclosures, including affirmative action compliance, non-collusion assurances, disclosure of investment activities in Iran, and confirmation of no involvement in prohibited activities in Russia or Belarus. Additional requirements include adherence to New Jersey statutes on equal employment opportunity, anti-discrimination, and state contract award restrictions, as well as submission of a valid New Jersey Business Registration Certificate. The contract prohibits subcontracting to parties with conflicts of interest, forbids gratuities to CRDA representatives, and mandates the vendor indemnify the CRDA against all claims arising from performance. Vendors must exclude sales tax from invoices due to CRDA’s tax-exempt status, and payment will be made within 45 days of invoice receipt, subject to appropriation availability. The contract may be terminated by the CRDA with ten days’ written notice for convenience, and assignment of contract rights is prohibited without prior written consent. All bids must be submitted electronically via the CRDA Bonfire Portal, not to exceed 1,000 MB in size, and no submissions via email, fax, or physical delivery will be accepted.
