2027 STRATEGIC SYSTEMS PROGRAMS TEST MEASUREMENT AND DIAGNOSTIC EQUIPMENT LIFE CYCLE SUPPORT SERVICES

The Strategic Systems Programs (SSP) intends to award a sole-source contract to Unified Industries Incorporated (UII Inc.) for continued Test, Measurement, and Diagnostics Equipment (TMDE) Life Cycle Support Services for the OHIO and COLUMBIA Class submarines as well as the United Kingdom’s VANGUARD and DREADNOUGHT Class ballistic missile submarines. This action is justified under FAR 6.103 due to UII Inc.’s unique and irreplaceable expertise in SSP TMDE LCS policies, systems, operations, and processes, which are deeply embedded in the program’s technical and administrative framework. The base performance period spans from October 1, 2026, to September 30, 2027, with four one-year option periods that could extend the contract through September 30, 2031, and includes flexibility to increase the level of effort by up to 30% during any option year. The work is primarily centered at the Washington Navy Yard in Washington, D.C., but requires extensive on-site support across multiple U.S. fleet locations including Bangor, WA; Kings Bay, GA; NSWC Crane; SWFPAC; and SWFLANT, as well as coordination with UK facilities. Key responsibilities include managing the TMDE calibration inventory and recall systems such as MCMS and PMS SKED, delivering technical training to fleet personnel, conducting calibration and status inspections on submarines, ensuring compliance with ISO/IEC 17025 and SSP Information Assurance standards, and supporting the U.S.-UK Inter-Laboratory Comparison Program using Youden Plot methodology with traceability to NIST standards. The contractor must maintain data accuracy, resolve system trouble calls within two business days, report discrepancies to fleet commands, and ensure all Government Furnished Equipment is properly labeled with machine-readable identifiers for logistics and traceability. No formal contract clauses, evaluation factors, pricing details, or packaging specifications are publicly disclosed, as this is a purposeful sole-source notice under non-competitive authority.
