The contract for the 2028 Olympic and Paralympic Games Community Hubs Toolkit aims to develop a comprehensive framework to support regional community activation efforts during the upcoming major sporting events. The initiative focuses on creating a network of fan zones and celebration sites across Southern California, emphasizing coordination among local jurisdictions to enhance community engagement, promote placemaking, and generate lasting social and economic benefits. The project involves two main phases: the development of a detailed toolkit providing guidance and planning resources for local governments, and the implementation of activation projects that test innovative community engagement strategies, especially in areas outside of competition venues. These efforts are designed to reduce vehicular traffic, foster community participation, and build a legacy of vibrant, revitalized neighborhoods. The selected consultant will oversee the management of the toolkit and development plan, ensuring timely delivery, stakeholder coordination, and effective communication of progress and outcomes. Responsibilities include facilitating stakeholder meetings, supporting cities and counties in deploying community hubs, and assisting in the evaluation and scaling of successful strategies across the region. The contract, managed by the Southern California Association of Governments, is valued between five and fifteen million dollars and aims to leverage community-driven activation projects to maximize regional impact during the Games. The project emphasizes inclusivity, regional diversity, and long-term community benefits, aligning with broader transportation and placemaking goals to elevate community vitality well beyond the event period.

General Info

Project OverviewThere is strong interest across the region in creating fan zones and community hubs. Many partners are already planning for implementation or developing toolkits to support these efforts themselves. To ensure a successful and cohesive regional program, these initiatives should be coordinated. Doing so can both elevate communities during the events and demonstrate the lasting value of placemaking and public spaces as a way to bring people together—long after the games are over.Given the size of Southern California, SCAG wants to maximize the number and types of specialized Community Hubs beyond what was developed in 2012 and 2024 to meet the needs of different jurisdictions across the region during the 2026 FIFA World Cup and the 2028 Olympic and Paralympic Games. The goals of the 2028 Community Hubs Toolkit include the following:• Develop local activation toolkit that provides cities and counties with guidance and planning resources to create a network of fan hubs and celebration sites across the region, reducing vehicular travel across the region and supporting broader transportation demand management (TDM) implementation efforts during the Games. • Identify and implement pilot projects to test activations in communities that are not located in close proximity to competition venues to activate their communities and support localized community participation in the Games, fostering a legacy impact in communities post-Games.• Develop a place-based approach to community hub and fan zone activation that leads to long-lasting benefits for local communities and the overall region, fostering economic vitality, building social capital and community, and encouraging community revitalization. • Support the long-term benefits and legacy of the Games in local communities. The Community Hubs Toolkit consists of two phases: 1) a community hubs or fan zone activation toolkit, and 2) community hub activation projects located across the region. The consultant selected for this project will be responsible for the management and development of a community hubs toolkit. This toolkit will provide guidance and planning resources for local communities to create a network of fan hubs and celebration sites across the region during the World Cup and 2028 Olympic and Paralympic Games. The toolkit should reflect the diverse makeup of our region, featuring a variety of examples that uplift communities outside of competition areas, ensuring a cohesive quality and experience. The second stage will prepare and implement a Development Plan, including a framework and roadmap for deploying activation projects with stakeholders and jurisdictions, identifying scope of activation projects, anticipated costs, responsible parties, etc. The consultant selected for this project shall be responsible for management and oversight of SCAG’s Community Hubs Toolkit. The consultant shall leverage the toolkit to support SCAG staff in the evaluation and selection of demonstration projects. Consultant project responsibilities are to be assumed as follows:• Managing and monitoring the Community Hubs Toolkit and Development Plan, budget and schedule, communicating and monitoring activation project deadlines, scheduling and facilitating meetings with activation project stakeholders and SCAG staff, and reviewing required deliverables submitted by participants, • Sharing Toolkit related information and summaries of activity to support internal coordination, member updates and storytelling by SCAG’s Government and Public Affairs team, • Supporting the development and deployment of Community Hub strategies through cities and counties interested in deploying Community Hubs, in partnership with other stakeholders, including working with stakeholders to effectively scale strategies for wider deployment across the SCAG region, and• Summarizing, presenting, and reporting Toolkit findings, research and outcomes to internal and external audiences.
