2045 General Plan Reset

The City of San Carlos has finalized an Environmental Impact Report Addendum to the 2045 General Plan Reset to address implementation details of the Downtown Specific Plan (DTSP), which modifies previously approved land-use standards and introduces specific goals, policies, and public realm enhancements for the downtown area. The DTSP envisions a mixed-use urban core integrating housing, retail, office space, and community amenities with targeted improvements such as plazas, pocket parks, street trees, and coordinated street furnishings to create a unified downtown identity. Environmental review under the California Environmental Quality Act (CEQA) determined that the prior analysis in the 2045 General Plan Reset EIR sufficiently addressed potential impacts, and the Addendum confirms no significant new environmental effects arise from the DTSP’s specific provisions, thereby eliminating the need for further environmental review under CEQA Guidelines Sections 15162 and 15164. The project is administratively managed by the City of San Carlos, with oversight tied to State Clearinghouse Number 2024060037 and public access available at City Hall and the project website. No federal contract clauses, procurement terms, pricing data, delivery schedules, inspection criteria, or contractor specifications are included, as this is exclusively a local land-use and environmental compliance action rather than a solicitation or binding procurement.
