The proposed project would involve the subdivision of the approximately 18.75 gross acre project site into 50 residential lots. The proposed project would construct a 100-unit residential development consisting of 45 detached single-family homes and 55 townhomes. The proposed project would reserve 13 townhomes for lower-income households. In addition to landscaping on each single-family and townhome unit lot, the proposed project would also include a common open space area along the west side of the project site. According to the Arborist Report, 39 existing trees are identified within the project area, consisting of coast live oaks (Quercus agrifolia), northern California black walnuts (Juglans hindsii), valley oaks (Quercus lobata), and Cootamundra wattle (Acacia baileyana). The reported individual trunk diameters range from 2 to 60 inches, with several trees having multiple trunks. Of these, 37 trees are proposed for removal, while two additional trees are identified as having impacts exceeding 30 percent of their Tree Protection Zones (TPZ). The proposed project would involve the removal of the existing pole-mounted electrical transformer in the center of the site. The existing on-site agricultural irrigation well would be abandoned as part of the proposed project. Infrastructure improvements would include the installation of a private water supply via the construction of two new on-site municipal wells in the northeast corner of the project site (adjacent to Monterey Road), along with two 170,000-gallon water storage tanks, and a water system operations building. The proposed project would also install an onsite wastewater treatment system (conventional gravity sewers, leach field and stormwater retention basin). Offsite improvements would include reconstruction of the bus stop along the Monterey Road frontage and widening of West Middle Avenue with sidewalk and curb improvements.

Fortini Property Site Plan Project
Solicitation # ENV25956
The Fortini Property Site Plan Project, managed by the Santa Clara County Parks and Recreation Department under solicitation ENV25956, involves the development of a recreational multi-use trail system on a 47-acre property in unincorporated Santa Clara County. The project aims to connect Santa Teresa County Park and Calero County Park for hikers, bikers, and equestrians. Key infrastructure includes approximately 1.1 miles of main and seasonal trails, two steel truss bridges up to 55 feet long crossing Santa Teresa Creek and Arroyo Calero, and various amenities such as rest areas, a vista point, and picnic areas. Access will be provided via northern and southern trailheads, supported by new parking lots featuring ADA-compliant spaces. Additional safety and traffic improvements include a signalized crossing at Fortini Road and McKean Road and a raised multi-use crossing on San Vicente Avenue. The project was approved on August 25, 2026, following a California Environmental Quality Act (CEQA) review that resulted in a Mitigated Negative Declaration, indicating no significant environmental impacts with the implementation of specific mitigation measures. Construction is planned to begin in April 2027 with an estimated duration of seven months. Contractors must adhere to strict health and safety protocols in accordance with OSHA and CalOSHA, including a site-specific safety plan and dust control measures. Environmental compliance requires the implementation of a Stormwater Pollution Prevention Plan and the use of wildlife-friendly fencing. The project is overseen by Associate Planner Kelly Gibson, with specific requirements for the confidential reporting of any unanticipated archaeological discoveries.

California Avenue Two-Lot Subdivision
Solicitation # PLN24-118
The California Avenue Two-Lot Subdivision project, identified as PLN24-118, involves the division of a 10-gross-acre parcel located at 0 California Avenue in San Martin, California, into two approximately five-acre lots. The scope of work includes grading each property with roughly 80 cubic yards of cut and 74 cubic yards of fill to create building pads and driveways. Infrastructure improvements consist of a shared well on Parcel 1, as well as individual septic systems and fire protection improvements for both parcels. While the subdivision itself does not include the construction of residences, the project enables the future development of one single-family residence, one accessory dwelling unit, and one junior accessory dwelling unit on each lot. The project was managed by the County of Santa Clara Department of Planning and Development, with David Horwitz serving as the Associate Planner. Environmental compliance was conducted under the California Environmental Quality Act, resulting in a Mitigated Negative Declaration confirming that the project will not have a significant environmental effect provided specific mitigation measures are followed. These measures primarily focus on protecting biological resources, including special-status species such as the burrowing owl and American badger. The project was finalized with a Notice of Determination signed on November 18, 2025, and supported by biological, archaeological, and geologic site-specific reports.
