Fortini Property Site Plan Project

The Fortini Property Site Plan Project, managed by the Santa Clara County Parks and Recreation Department under solicitation ENV25956, involves the development of a recreational multi-use trail system on a 47-acre property in unincorporated Santa Clara County. The project aims to connect Santa Teresa County Park and Calero County Park for hikers, bikers, and equestrians. Key infrastructure includes approximately 1.1 miles of main and seasonal trails, two steel truss bridges up to 55 feet long crossing Santa Teresa Creek and Arroyo Calero, and various amenities such as rest areas, a vista point, and picnic areas. Access will be provided via northern and southern trailheads, supported by new parking lots featuring ADA-compliant spaces. Additional safety and traffic improvements include a signalized crossing at Fortini Road and McKean Road and a raised multi-use crossing on San Vicente Avenue. The project was approved on August 25, 2026, following a California Environmental Quality Act (CEQA) review that resulted in a Mitigated Negative Declaration, indicating no significant environmental impacts with the implementation of specific mitigation measures. Construction is planned to begin in April 2027 with an estimated duration of seven months. Contractors must adhere to strict health and safety protocols in accordance with OSHA and CalOSHA, including a site-specific safety plan and dust control measures. Environmental compliance requires the implementation of a Stormwater Pollution Prevention Plan and the use of wildlife-friendly fencing. The project is overseen by Associate Planner Kelly Gibson, with specific requirements for the confidential reporting of any unanticipated archaeological discoveries.
