2050 Placer County Regional Transportation Plan (RTP) - Recirculated EIR

The 2050 Placer County Regional Transportation Plan (RTP) is a comprehensive 25-year multi-modal blueprint designed to develop a balanced transportation system encompassing highways, local roads, transit, bicycle, aviation, rail, and goods movement. Managed by the Placer County Transportation Planning Agency (PCTPA), the plan is updated every five years and is developed in coordination with the Sacramento Area Council of Government’s 2025 Metropolitan Transportation Plan. The project focuses on the current and future needs of Placer County, excluding the Lake Tahoe basin, and ensures alignment with state planning policies and greenhouse gas reduction mandates under AB 32 and SB 32. The project is subject to the California Environmental Quality Act (CEQA), requiring a Supplemental Environmental Impact Report (SEIR) to address new information since the original program-level EIR. Key environmental focus areas include air quality, greenhouse gases, agricultural resources, and cultural and tribal resources. Due to requests from the United Auburn Indian Community, the EIR was recirculated in August 2025 to separate Cultural Resources and Tribal Cultural Resources into distinct chapters, extending the public review period to September 25, 2025. The plan was officially approved by the PCTPA on December 3, 2025, following the adoption of mitigation measures and a monitoring plan. Administrative oversight is led by Senior Transportation Planner Cory Peterson. The project involves rigorous regulatory compliance, including mandatory protocols for the discovery of human remains, tribal consultation for cultural resources, and wildfire hazard mitigation such as the undergrounding of utilities in high-risk zones. While the project includes various capital improvement estimates for infrastructure, such as the Dowd Road Extension, it is primarily structured as a regulatory and planning effort rather than a standard procurement contract with fixed line-item pricing.
