208024 UW Bothell Husky Hall Replacement - Request for Qualifications (RFQ) Progressive Design-Build Services

The University of Washington is soliciting Statements of Qualifications from design-build teams for the Husky Hall Replacement project at the UW Bothell campus. This project involves replacing an aging 30,000 gross square foot facility with a modern three- to four-story academic building of approximately 69,000 to 70,000 gross square feet. The new structure will serve as a gateway building featuring eight to ten general classrooms, three specialized labs, and offices for the School of Business and campus Planning and Administration designed for hybrid and HyFlex work. The project also includes a multipurpose hall for 300 to 500 people and various student engagement and informal learning spaces. The overall project budget is 93,811,402 dollars, with a target budget of 69 million dollars for the design-build contract. The procurement follows a progressive design-build delivery model authorized under RCW 39.10. The selection process is a two-stage evaluation: an initial RFQ stage to shortlist three to four finalists based on team experience, firm philosophy, and project portfolio, followed by an RFP stage focusing on management plans, price, and accident prevention. The contract is divided into two phases, with Phase 1 services capped at 50,000 dollars. Mandatory requirements include adherence to UW Green Building Standards, ADA accessibility, and strict insurance coverage limits. Additionally, the selected Design-Builder must implement a Procurement and Equity Plan to track the utilization of Business Equity Enterprises and comply with prevailing wage laws.
