The City of Tampa is seeking professional engineering services to develop a comprehensive citywide watershed master planning program, building upon the recommendations from the Stormwater Program Basin Gap Analysis completed in June 2023. The project involves hydrologic and hydraulic modeling of stormwater basins within the city, including creating new models for unstudied basins, updating existing models to the latest ICPR4 software, and conducting GIS work. The scope also includes identifying viable future Capital Improvement Projects for potential bond funding and performing feasibility analyses to support project implementation. The ultimate goal is to enhance the city's stormwater management, improve its Community Rating System classification from Class 5, and support sustainable urban development. The contract is anticipated to last 18 months with a budget of up to $5 million, funded by the Stormwater Engineering Division, and may involve multiple firms, with one potentially designated as an Owner’s Representative to oversee coordination and deliverables. Interested firms must submit a detailed proposal by April 4, 2024, including a Letter of Interest, Statement of Qualifications, and other relevant documentation demonstrating experience with similar basin studies and urban stormwater projects. The selection process emphasizes successful project experience, public relations, workload capacity, past performance, and commitments to WMBE/SLBE utilization. A pre-submission conference is scheduled for March 11, 2024, but attendance is not mandatory. The City encourages firms to contact the designated project manager, Jim Greiner, P.E., for questions and to review additional project details available online. The project aims to significantly improve stormwater infrastructure and resilience across Tampa, aligning with the city’s broader environmental and community goals.
