The U.S. Fish and Wildlife Service plans to award a non-competitive contract to Geo-Boy of St. Peter, Minnesota, for the provision of a GEO-BOY brush cutter tractor to be used at the Alligator River National Wildlife Refuge in East Lake, North Carolina. This specialized tractor features a track design that closely follows the terrain, enabling it to maintain low ground pressure essential for operating effectively in the region’s wet and organic soils. Unlike other machinery, such as track hoes or excavators, the GEO-BOY is optimized for navigating uneven terrain without causing excessive soil disturbance, making it the most suitable option for maintaining firebreaks in this environment. The contract is being awarded without competition under specific federal regulations that justify non-competitive procurement due to the unique capabilities of the GEO-BOY tractor. The announcement clarifies that it is not a solicitation for bids and no telephone inquiries will be accepted; all questions must be submitted in writing by a specified deadline. The contract is managed through the Fish and Wildlife Service Headquarters in Falls Church, Virginia, ensuring proper oversight and compliance with federal acquisition rules. This acquisition supports conservation efforts by equipping the refuge with the appropriate machinery to effectively manage vegetation and reduce wildfire risks.
