The Government of Canada’s Office of the Chief Electoral Officer (Elections Canada) issued a Request for Proposals (RFP ECGZ-RFP-2025-3999) for the supply and delivery of 24-inch wide monitors with a 1920x1080 full HD resolution. The contract is intended to cover the provision of these monitors without any associated installation, configuration, or on-site services, emphasizing a supply-only arrangement. The procurement is open exclusively to Canadian suppliers as well as suppliers from applicable trade partners under Canada’s trade agreements, with submissions accepted in either official language. The proposal submission deadline was set for February 25, 2026, and electronic submissions through Canada Post’s Connect service or sealed physical deliveries were authorized, while email or fax proposals were explicitly disallowed. Several clarifications and amendments were issued throughout February 2026 to specify technical requirements and warranty expectations. Monitors must comply with recognized certification standards, notably TCO Display 07 or newer (including TCO Certified Gen 10), and models lacking TCO certification or meeting only lower ISO standards (e.g., ISO 9241-307 Class 2) were rejected. The contract mandates a minimum three-year "return-to-depot" warranty, with acceptance of this warranty type providing flexibility over on-site service requirements. The contract period extends through April 30, 2026, and delivery is to be made to Elections Canada’s facilities in Gatineau, Quebec, where inspection and acceptance will occur. The contracting authority for this solicitation is Galina Zhukov, who serves as the sole point of contact for bidders. While detailed pricing, evaluation criteria, and payment processes were not disclosed, the procurement enforces strict adherence to submission protocols, trade agreement compliance, and technical eligibility, with a focus on straightforward acquisition of standardized display equipment for federal electoral operations.
