Lane Community College is seeking a qualified consultant or firm to facilitate the development of its next multi-year Strategic Plan, with implementation targeted to begin in July 2027. The engagement requires a facilitation partner skilled in guiding inclusive, data-informed processes that align with the College’s shared governance structure and deep equity commitments. The consultant will not conduct independent research but will synthesize existing institutional data and stakeholder input to produce a comprehensive strategic plan, including key deliverables such as a Landscape Synthesis Brief, Stakeholder Engagement Summary Report, Goal Architecture linking strategic objectives to KPIs, governance recommendations, and usable planning templates. The project is scoped to be completed within a 12-month timeline beginning with contract award in August 2026, culminating in final Board adoption. All proposals must be submitted electronically via the BidLocker portal by July 6, 2026, and must include an executive summary, institutional understanding narrative, detailed facilitation philosophy, proposed timeline, and a fully itemized cost proposal aligned with the College’s budget range of $100,000 to $125,000, including hourly rates, travel estimates, and payment milestones tied to deliverables. The evaluation will prioritize the consultant’s facilitation philosophy and alignment with LCC’s culture (30%), followed by the quality of stakeholder engagement design (25%), relevant experience in post-secondary settings and familiarity with equity frameworks like ATD/Aspen (20%), realism of the proposed timeline and project management (15%), and overall cost and value relative to scope (10%). The award will be made to the proposal deemed most advantageous to the College. Respondents must comply with Oregon Revised Statutes, College procurement policy, non-collusion requirements, and applicable insurance and indemnification obligations. All proposals will remain confidential until after evaluation and award recommendation, after which they become subject to Oregon public records law.
