Full Description

The Alabama Department of Rehabilitation Services (ADRS) is seeking quotes for a drive through car wash service (no mobile washes) for our fleet of ADT (Adaptive Driving Training) vehicles. A fuel purchase will not be required to obtain this service. ADRS is seeking a Limited Fleet Plan wash type known as Simply Clean which consists of the Graph-X4 plus Super Shammy, Ceramic plus Super Shammy, and Hot Wax. Service would need to be available in the following areas: Decatur, Muscle Shoals, Huntsville, Birmingham, Anniston, Tuscaloosa, Montgomery, Auburn, Mobile and Dothan. Supplier to provide RFID stickers for each ADT vehicle so code can be scanned and billed to the appropriate account each month. Car wash would need to be provided at our convenience not on specific days. Some of these vehicles have specialized equipment that would require extra care. It is understood that by using the drive through car wash system, damage may occur to external surface such as micro-scratches, swirls in the paint, etc. and that supplier is not liable. We anticipate approximately 25 ADT vehicles per month. ADRS contact will be provided to awarded supplier. NOTE: Supplier to indicate the monthly amount for four washes per vehicle per month. Valid Period: 10/1/26 thru 9/30/27

Technical specifications require a minimum annual capacity of 5,000 washes per building and pump pressure between 1,000 and 1,800 PSI. The contract includes a four-month period of performance from the receipt of the order and requires a one-year maintenance and hardware warranty. Award will be based on the lowest priced technically acceptable (LPTA) offer, provided the contractor is registered in SAM and submits a technical plan not exceeding seven pages, including a site-specific structural layout and a quality control or training plan. Deliverables include a four-hour train-the-trainer session for Ground Transportation personnel and the execution of step-by-step physical testing on-site. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system. All work must comply with Air Force safety and environmental instructions, and the contractor must provide certified technicians to perform the installation.
