AI Contract Overview
The City of Flowery Branch issued Request for Proposal (RFP) No. 26-003 seeking bids for equipment procurement to rehabilitate the existing White Horse Creek sanitary sewer lift station in Georgia. The procurement is strictly for supplying two submersible pumps designed to operate at 175 gallons per minute (GPM) at 195 feet total dynamic head (TDH) and two soft starter units (Telemecanique ATS48D62YU or approved equivalents). Installation services are excluded from this contract and will be separately contracted to Pro Pumps Solutions of America, LLC. The RFP was released on October 29, 2025, with a mandatory pre-bid meeting held on December 2, 2025, and proposals due by January 13, 2026. All vendor communications are centralized through the Finance Department's designated point of contact to ensure fairness and integrity in the solicitation process. The evaluation for award utilizes a best-value trade-off methodology, weighted 60% toward price factors and 40% toward non-price factors. Non-price considerations include pump performance, reliability, warranty, materials quality, delivery lead times, maintenance expectations, and proposal responsiveness. The City requires detailed pricing submissions including itemized costs and lead times but does not disclose an estimated contract value; bonding is mandated for proposals exceeding $250,000. Proposals must be physically delivered in sealed envelopes and accompanied by one electronic copy on flash drive, with strict adherence to submission requirements. The City retains ownership of proposal materials and makes no obligation to award the contract. Equipment inspection and acceptance occur at the project site, with compliance verified against technical specifications, warranty terms, and manufacturer data. The contract maintains local municipal provisions rather than federal clauses, and no socioeconomic set-asides or size-status certifications are required. The entire procurement centers on meeting technical specifications to ensure the reliable rehabilitation of the lift station’s pumping capabilities while maintaining clear administrative and procedural oversight through the City’s Finance Department.
