This project involves the construction of a Tile Zone nutrient reduction wetland in Cerro Gordo County, Iowa, under the oversight of the Iowa Department of Agriculture & Land Stewardship, Division of Soil Conservation and Water Quality. The scope includes selective clearing, excavation of approximately 33,356 cubic yards of earthwork, grading, installation of one inlet and one outlet concrete structure, two concrete manholes, 3,762 linear feet of tile, 22 tons of riprap, 1,202 square yards of turf reinforcement mat, and seeding across 10.2 acres. All work must comply with the Plans and Construction Specifications prepared by Brandon Short, P.E. of Bolton & Menk Inc., which serve as the governing technical documents. The estimated cost for the project ranges from $350,000 to $400,000, with construction required to be completed by June 15, 2027, followed by buffer seeding no later than June 30, 2027, and structural seeding by September 15, 2027. Performance must begin within 14 days of the preconstruction meeting. Bidders must submit sealed proposals through the Iowa Management of Procurement and Contracts System (IMPACS) by 3:00 PM local time on July 16, 2026, with a public bid opening held via Microsoft Teams on the same day. Participation in the pre-bid conference on July 1, 2026, at Lynne Lornzen Park/Ventura Boat Ramp is encouraged but not mandatory. All bidders are required to be registered with the Iowa Department of Inspections, Appeals & Licensing and must include a bid bond equal to 10% of their proposed price. The successful bidder will be required to post a Performance and Payment Bond totaling 100% of the contract value.
