The Illinois Department of Corrections is soliciting an indefinite-quantity, three-year contract for the procurement of analog outdoor surveillance equipment, including 5 megapixel dome and long-range bullet cameras, RG-59 Siamese wire, BNC connectors, 16-output power supplies, and name-brand GANZ DVRs. The contract is awarded to the responsive and responsible bidder offering the lowest overall total price. While the initial term is three years, the total contract duration, including potential renewals and extensions, may not exceed ten years. All orders must be delivered FOB Destination within 15 days of an approved purchase order. Vendors must submit bids electronically via the BidBuy portal and provide required certifications regarding tax compliance, environmental laws, anti-collusion, and cybersecurity risks. The agreement requires firm unit pricing for the full term with no provisions for annual CPI escalations. Selected vendors must maintain comprehensive insurance coverage, including one million dollars per occurrence for general commercial and auto liability, and indemnify the State of Illinois against all liabilities. All supplies provided under this contract are considered work for hire, granting the State sole and exclusive ownership of the intellectual property.
