The Government seeks to acquire one variable function insert (VFI) mount and dismount tire application machine designed specifically for 20-inch Mine Resistant Ambush Protected (MRAP) Vehicle tires. This machine, manufactured by Hutchinson Industries, Inc., is uniquely engineered to handle the specialized requirements of MRAP tires, which differ in wheel mounting variations. Hutchinson Industries has been identified as the sole source capable of meeting these unique specifications. The acquisition will proceed under a non-competitive sole-source justification per FAR 13.106-1(b), allowing the Government to solicit and negotiate exclusively with Hutchinson Industries unless other interested and capable sources submit responses within the specified timeframe. Interested parties are invited to submit their qualifications, brochures, and price lists within five days of the notice to the designated contact, Karen Kaufman, at the Defense Distribution Center in New Cumberland, PA. The Government will consider any submissions solely to determine whether a competitive procurement is warranted. If no suitable alternative sources come forward within the five-day window, the contract will be awarded directly to Hutchinson Industries. This acquisition falls under NAICS code 326211 and supports the Department of Defense’s logistics needs for tire application equipment specific to MRAP vehicles.

The proposed contract action is for an acquisition for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Defense Distribution Center, New Cumberland PA has a requirement for one (1) each variable function insert (VFI) mount and dismount tire application machine, Part Number BM083 manufactured by Hutchinson Industries, Inc. This insertion machine is engineered and designed in such a way that allows the user to insert the run-flat into a specific 20 inch Mine Resistant Ambush Protected (MRAP) Vehicle tire. Each MRAP Vehicle has different wheel mounting variations. Hutchinson Industries, Inc has been identified as the only manufacturer that can satisfy the requirement for mounting/dismounting and building these unique wheel assembles. All responsible sources may respond by submitting qualifications/capabilities of the company to provide the machine, brochures, and price lists within 5 days of date of notice to Karen Kaufman, Acquisition Operations, DDC-AB, J Avenue, Bldg 404, New Cumberland, PA 17070, Phone: 717-770-5516, Fax: 717-770-7591 or E-Mail: Karen.Kaufman@dla.mil for consideration by the agency. If no affirmative responses are received with 5 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be negotiated and awarded to Hutchinson Industries, Inc.
