It is the intent of Franklin County Municipal Court, Clerk of Court to obtain bids to establish a purchase order for Certified Mail Envelopes for use in the Clerk’s Office by the Civil Division, 375 South High Street, 3rd floor, Columbus, Ohio 43215. NOTE: CITY PURCHASES MUST COMPLY WITH THE MAYOR'S EXECUTIVE ORDER (2007-02) REQUIRING THE USE OF RECYCLED PAPERS WITH A MINIMUM OF 30% POST CONSUMER FIBERS IN THE CONTENT. WHERE PRODUCTS ARE AVAILABLE THAT MEET THE REQUIREMENT, PLEASE PROVIDE QUOTES FOR THOSE PRODUCTS AND IDENTIFY THE PRODUCTS BEING QUOTED IN THE COMMENT AREA. IF A RECYCLED PRODUCT IS UNAVAILABLE FOR THE ITEM, PLEASE INDICATE SO IN THE COMMENT AREA WITH YOUR BID. All shipping and handling is to be included in the final total bid amount. Exact quantity pricing, no overruns, no underruns. Product shall meet all applicable United States Postal Service requirements and printing industry quality standards. Specifications are as follows: Open end: Booklet Overall size of envelope - 9.5W x 6.5H Paper weight: 24 lb. White Wove Seam: Diagonal Seam Construction Ink: Inside Black Tint Flap: Curved with a 2 dimension  The flap shall be a split gum re-moist seal.  The flap shall be on the wide side of the envelope. Printing: PMs 354 Green (Look at attachment Dwg I and Dwg II for placement of CERTIFIED MAIL and under left top window “RETURN TO SENDER AFTER 7 DAYS”. Window: the cut for the windows shall be rounded  The Glassine is a one-piece glassine with a double glue construction. Two (2) windows will be cut out:  Top window - .500 from left and .875 from top of envelope. The window is 2.125 high and 6.000 wide.  Lower window - 4.500 from left and 3.375 from top of envelope. The window is 2.375 high and 4.000 wide. Quantity: 60,000 Additional Requirements: In order to be considered for bid, a sample of 5 envelopes must be sent for evaluation at no cost to the court. Tooling costs for custom designs have been considered. Therefore, samples from current manufacturing capabilities are acceptable. Samples must include windowed cutouts with plastic covering. Proof shall be emailed to baileyt@fcmcclerk.com . Envelopes must be produced and shipped within 2 weeks of confirmed proof. PACKAGING: Envelopes shall be boxed 500 envelopes per box and each box shall be marked as to contents quantity within. No box shall weigh more than 50 pounds. Line 10: Deliver to: Civil Division, 375 South High Street, 3rd Floor, Columbus, Ohio 43215. DELIVERY: Bid shall include cost of required inside delivery, F.O.B. destination prepaid and allowed. Delivery time will be between 9:30 am to 1:00 pm, Monday thru Friday, except Holidays at 375 South High Street., at the first loading dock door off of Fulton Street. No fork lifts or hand jacks are available for delivery use in the building, materials must be unloaded onto dock and delivered to Civil Division located on 3rd floor inside the building. No assistance can be provided. The loading dock cannot accommodate 16 wheel (semi, tractor & trailer) trucks. The loading dock usually requires a delivery vehicle equipped with a lift gate but can accept deliveries from vehicles without lift gates.
