The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is soliciting laboratory services to conduct alpha spectroscopy analysis on soil samples as part of a uranium and thorium contamination investigation. The scope of work involves the analysis of approximately 110 total samples collected from roughly 50 investigation locations and 5 background locations. Specifically, the contractor must analyze radionuclides in the Uranium-238 decay chain, including U-238, U-234, and Th-230, as well as the Thorium-232 decay chain, including Th-232 and Th-228. Key deliverables include sample receipt and chain of custody documentation, analytical reports or certificates of analysis, quality control documentation, and the disposal of residual sample materials. The contract is subject to the availability of funds and may be partially or totally funded by federal sources. Vendors are required to maintain general commercial liability insurance of 1,000 dollars per occurrence and worker's compensation insurance as required by law. All work performed is considered work for hire, with the State of Illinois retaining sole and exclusive ownership of all intellectual property. Invoicing generally occurs upon contract completion unless specific milestones are agreed upon, and payments are processed according to the State Prompt Payment Act. Compliance with the Illinois Department of Human Rights' Equal Opportunity requirements and prevailing wage laws is mandatory, and bidders must certify that they are not expatriated entities.
