CDC Notice of Intent to Sole Source for Inhalation Support / TSI MOUDI-II InstrumentThe Centers for Disease Control and Prevention (CDC) plans to award a sole-source contract for the purchase of a Micro Orifice Uniform-Deposit Impactor (MOUDI) from TSI Incorporated through simplified acquisition procedures. This procurement is justified because TSI is the only known supplier capable of providing a MOUDI instrument that meets the specific size classification requirements and the uniform sample deposition necessary for inhalation research. The contract will be a total small business set-aside under NAICS code 334516 and will support work to be performed in Morgantown, West Virginia. Interested parties are not being requested to submit competitive quotes, but those who believe they can fulfill the requirement may submit a capability statement by June 17, 2026, for consideration. The notice emphasizes that responding to this announcement does not guarantee the government will initiate a competitive procurement, and any costs incurred by responders will not be reimbursed. Questions and capability statements should be directed via email to the designated contract specialist, Aminah Gary, at the provided contact information. The decision to proceed with this sole-source acquisition rests solely with the government, which will use any received information to determine if competition is warranted. The solicitation number for this procurement is 75D301-26-Q-98063, and the official posting date is June 10, 2026.

The contract requires the contractor to supply two new 3-phase power supply test systems with various capabilities and specifications to the Defense Supply Center Columbus (DSCC) in Ohio. The first system must deliver DC, single-phase, and three-phase power up to 18kVA, while the second system must provide up to 1kVA, both operating from DC to 5kHz and supporting sinusoidal, square, and arbitrary waveforms. Both systems must meet stringent accuracy, distortion, and power factor requirements, include detailed operating manuals, and be mounted on wheeled frames suitable to fit through standard double doors. The 18kVA system will require a 480V/3-phase hard-wired disconnect, whereas the 1kVA system will operate on a standard 120V/1-phase outlet. Both systems are to come complete with all necessary cables, accessories, and calibration certificates traceable to NIST and accredited under ISO 17025 standards. Additional contract provisions include the supply of communication interfaces such as GPIB, Ethernet, and USB, as well as two Windows 11 PCs fully equipped with necessary peripherals and licensed software to control the systems. The contractor is also required to provide eight hours of on-site training and setup. Delivery is mandated within 30 days of contract award, with all shipping costs included in the contract price. The equipment must be delivered and installed at the DSCC facility in Columbus, Ohio, with the contractor responsible for notification prior to shipment. The solicitation seeks potential sources capable of meeting these requirements by mid-May 2026.
