The contract is for janitorial services at the Division of Employment and Independence for People with Disabilities (DEIPD) office located at 548 Smith Level Rd., Carrboro, NC 27510, under solicitation number 30-26401-EIPD issued by the North Carolina Department of Health and Human Services. The facility is a single-story building under 10,000 square feet with 14 offices, four bathrooms, 19 windows, five glass doors/partitions, 18 Venetian blinds, and 95% carpeted flooring. Services are required Monday through Friday and include daily general cleaning tasks such as trash removal, kitchen and bathroom sanitization, dusting, and supply replenishment, plus annual services to shampoo all carpet and remove, clean, and replace Venetian blinds. All cleaning supplies must be on the EPA’s approved list for COVID-19 disinfectants, and all containers, applicators, and bottles must be clearly labeled with their contents. A dedicated MSDS notebook, labeled on both front and side with the vendor’s name, must be maintained in the chemical storage area. All equipment subject to pressure, electric, or gas connections must bear certification labels from recognized safety organizations such as ASME, UL, NEMA, or the American Gas Association. The contract is structured as a firm fixed price agreement with a one-year initial term beginning on the later of the contract execution date or September 1, 2026, and includes the option for two additional one-year renewals, with the state required to provide written notice of intent to exercise each option at least five days before the end of the current term. Vendors must begin performance within five business days of the effective date and designate a contract manager to serve as the primary point of contact for the state. All services must be performed in a professional manner consistent with industry standards, and key personnel may not be substituted without prior written approval from the Division Agent. The state reserves the right to terminate any individual’s services at its discretion and may require background checks on vendor personnel at the vendor’s expense.
