Solicitation M67001-14-T-0272, issued by the Department of Defense Commanding General at Camp Lejeune, North Carolina, is a total small business set-aside for the procurement of 30-foot, Class 3 salt-treated Southern Yellow Pine poles drilled for two cross arms. The requirement specifies that the poles must be delivered to Camp Lejeune via a vehicle equipped with a boom within 14 days after receipt of order. This procurement is subject to the Buy American Act, requiring vendors to identify the country of origin for all quoted products. The government will utilize a Low Price Technically Acceptable (LPTA) evaluation method to award a single, firm-fixed-price delivery order on an all-or-none basis. Quotes will be ranked by price, and technical proposals will be evaluated sequentially starting with the lowest bidder. To be deemed technically acceptable, vendors must provide detailed specifications, including manufacturer names, part numbers, drawings, and product literature, while explicitly demonstrating their ability to meet the delivery timeline. A simple statement of compliance is insufficient for technical acceptance.
