This contract action was accomplished using other than competitive procedures because there is only one responsible source and no other supplies or service will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. This contract action was not awarded as a fixed price type because it was not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. As such, a labor-hours type action was awarded for non-commercial services (FAR 16.602). This is a sole source announcement to increase the ceiling amount on ID/IQ contract N61339-06-D-0020 in the amount of $12 million, from $48 million to $60 million. This is to allow for the continuation of existing service for an additional eight months while the competitive acquisition can be accomplished. This $12 million increase in ceiling amount was made via Modification P00016 and was awarded on 23 May 2011.
