This contract is a solicitation for grounds maintenance services at the Santa Fe National Cemetery, managed by the National Cemetery Administration under the Department of Veterans Affairs. It is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSBC) set-aside, with a response deadline of June 4, 2026. The solicitation number is 36C78626R500550003, and the contract falls under NAICS code 561730. Performance will take place in Santa Fe, New Mexico, while the administrative office is located in Quantico, Virginia. The primary contact for this procurement is Ralph Crum. A recent amendment to the solicitation has revised the instructions regarding the evaluation of past performance. The Government will focus on the past performance of the prime vendor expected to perform the major portion of the contract but may also consider relevant past performance information from predecessor companies, key personnel, or subcontractors if deemed pertinent. The evaluation of past performance aims to gauge the Government’s confidence in the offeror’s ability to meet user needs based on demonstrated service quality, using sources such as the Contract Performance Assessment Reporting System (CPARS) and a submitted Past Performance Questionnaire. This comprehensive approach ensures that the Government assesses a broad range of relevant performance indicators.

Solicitation for grounds maintenance services to be performed at the Santa Fe National Cemetery. Purpose of this amendment is to publish a revised Instructions to Offerors_Evaluations. Specifically, the first paragraph under FACTOR 2 has been changed to read: The Government will evaluate the Past Performance of the Prime Vendor (i.e. the offeror) proposed to perform a major portion of the requirement. The Government may, but is not required to, also consider relevant past performance information regarding predecessor companies, key personnel, or subcontractors that will perform major or critical aspects of the requirement when the Government determines such information to be pertinent to this acquisition. The past performance evaluation factor assesses the degree of confidence the Government has in the an offeror's ability to supply products and services that meet users' needs, based on a demonstrated record of performance. For evaluation of Past Performance, the Government may use information from any sources available to it including, but not limited to, the Contract Performance Assessment Reporting System (CPARS) and the
attached Past Performance Questionnaire.
