The Bureau of Indian Affairs, Northwest Regional Office, acting on behalf of the Cheyenne River Agency, intends to award a sole source firm-fixed price contract to Road Groom Manufacturing LLC for a 13-foot Road Groomer under the authority of FAR 6.103-1 and 41 U.S.C. 1901. This procurement is necessary to maintain over 300 miles of gravel roads using Non-CDL licensed personnel, and Road Groom Manufacturing LLC is the only responsible source capable of providing a road groomer compatible with either a 4WD 3/4-ton pickup or a tractor, making it uniquely suited to the agency’s operational constraints and equipment limitations. No other manufacturers offer this specific versatility, and no competitive solicitation is being issued. The acquisition falls under NAICS code 333120 for Construction Machinery Manufacturing, and the contract will be executed without a formal request for proposals, technical questions, or evaluation factors, as the award is based solely on the uniqueness of the vendor’s product. Firms wishing to challenge the sole source justification must submit a capability statement and pricing information by 12:00 pm Pacific Time on June 22, 2026, to Brian Roberts, the Contracting Officer, at brian.roberts@bia.gov. The notice explicitly states there is no solicitation available, no technical documentation provided, and no opportunity for competitive bidding. While the contract is firm-fixed price and the item required is clearly defined as a 13-foot Road Groomer, details such as delivery schedule, total contract value, payment terms, inspection criteria, and specific delivery location are not specified in this pre-award notice. The Northwest Regional Office is located in Portland, Oregon, and all communication regarding this intent must be directed to the designated contracting officer, with no other points of contact or administrative details provided.

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS
Prepared in accordance with FAR Part 5
DOIAFBO260078

The Bureau of Indian Affairs (BIA), Northwest Regional Office (NWRO) on behalf of the Great Plains Regional Office (GPRO), Cheyenne River Agency (CRA) intends to enter into a sole source firm-fixed price contract with the Road Groom Manufacturing LLC for 13' Road Groomer under the authority of FAR 6.103-1 and 41 U.S.C. 1901.

Cheyenne River Agency (CRA) requires a 13¿ Road Groomer to maintain over 300 miles of gravel roads using Non-CDL licensed personnel. There are three distinct manufacturers that produce Road Groomers, each designed for specific purposes and operational requirements. Road Groom Manufacturing stands out as the only manufacturer offering Road Groomers that can be operated using either a 4WD 3/4 pickup or a tractor. This versatility allows for greater flexibility in road maintenance, especially for agencies with limited access to heavy equipment or CDL-trained operators. Road Groom Manufacturing LLC is the only responsible source and no other supplies or services will satisfy agency requirements.

No solicitation is available and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 333120 Construction Machinery Manufacturing. If a firm believes that BIA should not pursue this procurement, it should submit a capability statement and pricing information for this requirement by 12:00 pm Pacific Time, 22 June 2026. Please contact Brian Roberts, Contracting Officer, via email at brian.roberts@bia.gov.
