SECTION I: OVERVIEW


The 38th Rescue Squadron (38 RQS) requires a contracted company to manufacture a custom-built, enclosed bumper-pull trailer. This trailer will be utilized to support dive operations in remote, off-grid locations. The structural integrity and layout must be capable of carrying a minimum of 3,000 lbs of support equipment, withstanding water exposure, and accommodating extensive electrical demands.


Supported Equipment Load: The contractor does not need to supply the equipment below, but the trailer must be able to support the load of the following equipment.


20 SCUBA tanks


Two (2) air compressors


Various dive weights and clumps


Underwater (U/W) search equipment


Dive maintenance tools


15 Buoyancy Control Devices (BCDs)


Freshwater dip tank


Individual diving equipment for approximately 15 personnel



Question Submission:  All questions regarding this solicitation and the associated Statement of Work (SOW) must be submitted in writing via email to the Contracting Officer and Contract Administrator by 9:00 AM, EST June 12, 2026. Questions and Answers will be distributed to all interested vendors via an amendment to this solicitation.



SECTION II: REQUIREMENT


1. ELECTRICAL & CLIMATE CONTROL REQUIREMENTS


The trailer must support a comprehensive electrical load capable of sustaining field operations.


Power Input: External power inlet/motor base plug rated for a minimum of 50 AMPS.


Electrical Load Capacity: Must be sufficient to simultaneously run two (2) A/C units, an electric compressor, interior/exterior lighting, and battery chargers for U/W search and communications equipment.


Climate Control:


  • Provide and install two (2) Air Conditioning units.
  • Insulated walls and ceilings throughout the trailer.

Outlets:


Interior Outlets: Provide two interior plug receptacles across the workspace, with some dedicated two-plug outlets on the primary countertop/base cabinet area.


Exterior Outlets: Provide exterior-rated, weather-resistant GFCI-protected receptacles, positioned to support multi-directional exterior operations


Lighting Configuration: LED lighting must be provided to support safe trailer operation, loading/unloading, interior visibility, exterior work areas, and required road safety/clearance functions


2. CHASSIS, DIMENSIONS & DESIGN


Style: Enclosed Bumper Pull Trailer.


Dimensions: Nominal 8.5' x 32' (or equivalent interior volume).


Wheels:


  • Provide two (2) matching spare tires with heavy-duty mounting hardware. Mounts may be interior or exterior, provided they do not obstruct primary workspaces or cargo management pathways.
  • The trailer rear frame must be equipped with skid protection (e.g., steel bogey wheels, skid rollers, or heavy-duty skid plates) to prevent damage to the frame and rear bumper when traversing uneven terrain or steep transitions.

Tongue Jack: Power-operated tongue jack system with a 12V battery or equivalent independent power source


Exterior Color: Gray or Black.


Clearance: Minimum 8' interior height with a minimum 7'6" clear opening height at the rear ramp door.


3. EXTERIOR & ACCESS DOORS


Side Door: Must be equipped with a minimum Width 48” Side Door with sufficient clearance for personnel and gear entry/exit and locking capabilities


Access Panel: Access door made of non-conductive material to support external cable routing during dive site operations.


4. INTERIOR OUTFITTING & PLUMBING


Flooring: Durable, waterproof, and non-slip flooring designed to protect the trailer's subfloor from water damage and heavy diving gear.


Kickplate: Provide durable water-resistant kickplate along all interior walls and the front of the base cabinet to prevent excessive wear and tear


Cabinetry: Base Cabinet installed on the front interior wall.


Cargo Management (E-Track):


Floor: The trailer floor must be equipped with a heavy-duty, flush-mounted cargo securing system (E-track or an approved equivalent high-density tie-down system). The system must provide a minimum cumulative length of 30 inches of securement track. The primary layout should focus coverage within the high-stress rear loading zone (nominally the rear 15 feet of the cargo area) to optimize weight distribution and vehicle loading, unless otherwise specified by operational requirements.


Walls: The interior walls must feature a multi-tiered, heavy-duty cargo securement system (E-track or an equivalent horizontal rail system). The installation must provide a minimum cumulative length of 120 inches of track distributed across the side walls. The vertical placement must feature at least two distinct horizontal levels to accommodate varying cargo heights - ideally positioned to secure both lower heavy loads and upper lightweight cargo (nominally near the 3-foot and 6-foot heights or adjusted to optimize structural attachment points of the trailer walls).


Bathroom Facilities: Enclosed bathroom featuring a sink and toilet. Plumbing must mirror standard RV self-contained configurations, including onboard freshwater and waste holding tanks, ensuring facilities are operational at remote, off-grid sites.


SECTION III: INSTRUCTION TO OFFERORS


Quoters shall submit their response to include:


1. Technical specifications or drawings demonstrating the proposed trailer meets all requirements outlined in Section II.


2. Price breakdown including delivery costs.


3. Estimated lead time / delivery schedule.


4. Company CAGE Code and UEI.

SECTION IV: EVALUATION FACTORS


1. Quotes will be evaluated based on lowest price technically acceptable. In addition, quotes will be evaluated based on the criteria stated in the next paragraph.


2. Offerors’ quotes, which are evaluated, shall be evaluated on a pass/fail basis and rated as acceptable or unacceptable.  The two lowest priced quotes shall be evaluated first.  If the lowest priced quote is deemed technically acceptable, the next lowest priced quote will be evaluated to ensure competition exists. Evaluation will continue in order by price until two quotes are deemed technically acceptable; all proposals may not be evaluated for technical acceptability.
