3D LiDAR AND SMARTPHONE-BASED PLATFORMS FOR MOTOR VEHICLE TRAFFIC DATA

The Department of Transportation Federal Highway Administration is soliciting a Firm-Fixed-Price non-personal services purchase order to assess a dual-platform approach for roadway data collection. The project focuses on using high-resolution 3D LiDAR and smartphone-based platforms to enhance the safety and operational efficiency of selected roadway facilities. The scope of work includes geometric reconstruction of innovative intersections or interchanges and winding roadway segments totaling approximately two miles, with a specific focus on identifying roadside and overhead signs and evaluating stopping sight distance based on AASHTO Greenbook guidelines. Key deliverables include a raw 3D LiDAR scan dataset, a 3D digital model of the facilities, and a Section 508-compliant final report. The contract is structured around four primary tasks: attending a kick-off meeting, selecting evaluation sites and preparing data acquisition systems, and collecting and analyzing field data using both smartphone and 3D LiDAR platforms. The period of performance is 24 months from the date of award. Award selection is based on the Lowest Price Technically Acceptable (LPTA) process, where vendors must first pass technical and staffing approach gates to be deemed acceptable before the lowest price is selected. The project is a new initiative with no incumbent, and contractors are required to have access to both required data collection platforms.
