The National Institute of Standards and Technology (NIST) plans to award a firm fixed price contract to Trane for the replacement of an existing chiller system at its Boulder, Colorado facility. Under the contract, Trane will provide all necessary labor, materials, equipment, project management, and subcontractors to remove the current chiller and install a new Trane RTWA125 chiller with a capacity of 137.80 tons. The scope also includes replacing the cooling tower with a Marley Aqua model, swapping out chilled and condenser water pumps with Peerless vertical pumps, replacing the condenser water tank, and completing necessary piping modifications. Additionally, subcontractors will handle automation programming and commissioning to the Johnson Control automation system, as well as provide insulation, welding, electrical modifications, rigging, and crane services. Temporary cooling will be maintained by a Trane 100-ton air-cooled chiller during the roughly two-month project duration. The contract also covers key components such as Danfoss Graham variable frequency drives for the cooling tower and pumps, with warranties spanning from the first year’s extended labor coverage to a five-year rotary compressor warranty. Items such as the condenser water tank, cooling tower, pumps, and variable frequency drives are included as open market purchases with freight costs. This procurement will be conducted as a sole source under FAR guidelines due to it being a total package award leveraging the GSA schedule, though all quotations received by January 30, 2006, will be considered. The contract is managed by NIST’s Department of Commerce office in Gaithersburg, Maryland, with Albert J Petto Jr. serving as the contract specialist.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
