The U.S. Environmental Protection Agency's Office of Acquisition Management plans to award a sole source, fixed-price purchase order to the Haskris Company for a Haskris model R550 remote condenser, which is a refrigerated water re-circulating system featuring electronic close temperature control, an alternate turbine pump, GLSC pump seal, NRTL labeling, and added city water backup. This purchase is intended for use with the Waters high resolution mass spectrometer autospec premier currently operated by EPA’s Office of Chemical Safety and Pollution Prevention’s Analytical Chemistry Lab. The Haskris Company is identified as the sole authorized supplier of chillers compatible with Waters Corporation equipment, justifying the sole source procurement under FAR Part 13.106-1(b)(1). Though no formal solicitation for quotes is issued, interested firms capable of meeting the procurement requirements may submit a firm fixed price quote via FedConnect by 1:00 PM ET on April 8, 2015, for consideration. The Government retains full discretion on whether to compete the award, and any responses must provide clear evidence that competition would benefit the Government. Registration and submission through FedConnect are mandatory, with support resources provided to assist contractors. This action ensures the EPA obtains the specific, compatible cooling system essential for maintaining its analytical instrumentation.
