The contract involves the procurement of one refrigeration unit identified by NSN 3H-4110-015437829, with Technical Data Package version 002, to be delivered FOB origin and issued to Johnson Controls Navy Systems LLC in York, Pennsylvania. This is a sole-source notice of intent, indicating that the Government plans to negotiate exclusively with this single source due to the lack of data rights and the uneconomical nature of obtaining these rights or reverse engineering the part. Although the Government invites other interested parties to express their interest or submit quotes, the decision to compete the contract remains solely within the Government's discretion. The contract is not open for competitive bidding and will not follow the commercial item acquisition policies under FAR Part 12 based on market research. Potential suppliers or parties interested in responding may obtain relevant Military and Federal specifications and standards, along with other documentation, from official Defense Logistics Agency resources such as DAPS and ASSIST-Online. However, certain technical documents like patterns and drawings are not stocked at these points. The contracting office responsible is the Naval Supply Systems Command Weapon Systems Support located in Mechanicsburg, Pennsylvania, with Samuel J. Tustin as the point of contact. The Government emphasizes that received information will primarily inform whether to pursue a competitive procurement, but no guarantee is made to compete this requirement.
