This amendment is issued to accomplish the following: Provide answers to the below Technical Questions and to extend the closing date from September 18, 2006 12PM MST to September 20, 2006 12PM MST. Technical Questions and Answers to Solicitation W9124-06-T-0085: Question #1: Is there a company that has provided this item in the past, and can I get their name or web address? Answer #1: It is up to the offerer to conduct their own market research. Therefore, no information will be provided. Question #2: Is a 2 part system (consisting of a munitions chamber unit with a separate conditioning system) preferred; or would you consider a single piece unit that has 15' of separation between the munitions and the conditioning system? Answer #2: Separate trailers are preferred for the conditioning unit and the chamber. This provides some versatility for us and keeps the trailers to a size that can be pulled with a pickup. Questions #3: How do you intend to tow this unit (what type and size of truck or vehicles) Answer #3: The unit will be towed by pickup. Question #4: Are design sketches or drawings available? Answer #4: No sketches or drawings are available.

Land Mobile Radio Infrastructure Maintenance and Support
Solicitation # PANMCC26P0000057395
The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
