The National Institute of Standards and Technology (NIST) plans to negotiate a sole source contract with Espec North America, Incorporated, based in Hudsonville, MI, to upgrade a custom heating, ventilation, and air conditioning (HVAC) system located in the Building and Fire Research Laboratory (BFRL). The upgrade is essential to support current and future emissions testing within a large chamber by implementing two key design elements: Air Flow Modification and a Remote Operation Interface. Because Espec originally custom-built the HVAC system, they possess the specialized knowledge necessary to perform the upgrades without voiding the existing warranty. The contract period will last for eight weeks from the date of award, and the procurement is expected to be awarded as a fixed-price purchase order under NAICS code 333415, which covers commercial and service industry standards for this type of work. This contract opportunity is not open for competition, with NIST exercising the authority under FAR 13.106(b)(1) for sole source negotiation due to the unique qualifications of Espec. No solicitation package will be issued, and responses received by the government will be used solely to confirm the capability of the contractor to fulfill the requirements if competition were to be considered. The contract is managed by the Department of Commerce’s NIST office located in Gaithersburg, Maryland, and reflects a strategic effort to ensure the HVAC system upgrade meets stringent standards for emissions testing within the federal research facility.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
