The U.S. Fish and Wildlife Service, specifically the Cameron Prairie National Wildlife Refuge, intends to award a firm fixed price sole source contract to Chet LeBlanc A/C & Heating LLC for the urgent replacement of two air conditioning units at the refuge visitor center in southeastern Louisiana. This procurement is conducted under FAR Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of 250,000 dollars. The scope of work includes the installation of two new units, each with a full manufacturer warranty, and the proper disposal of existing units and project debris in accordance with state and federal environmental regulations. The decision to utilize a sole source award is based on the contractor's extensive institutional knowledge of the facility's complex HVAC configuration, their proven track record in southeastern Louisiana, and the urgent need to maintain a habitable environment for staff and the public. Chet LeBlanc A/C & Heating LLC is a fully licensed and bonded company with prior government contracting experience. While this is a notice of intent to award, interested parties may submit a statement of capabilities to Mary Rawlinson via email by September 20, 2026, providing evidence that competition would be advantageous to the government.
