The United States Fish and Wildlife Service plans to award a sole source contract to Praqua Supplies LTD of Nanaimo, BC, for the procurement of a Heathro Electric Fish Pump, hoses, and related accessories for the Carson National Fish Hatchery in Washington. This contract will be awarded without full and open competition due to the unique capabilities of the Praqua pump system, which is the only commercially available unit meeting all required specifications. These specifications include a 240v single-phase 60 Hz power supply, a cart-mounted self-priming design, and features such as a wireless remote capable of controlling pump functions up to 1,200 feet away, as well as an adjustable fiberglass dewatering box and a mobile fish transfer trailer with a hydraulic dewatering deck. The Heathro Fish Pump is specifically designed to safely handle delicate fish eggs and live fish ranging in weight from 0.05 to 400 grams, thanks to its precision-machined components. Its portability is enhanced by large pneumatic tires and balanced weight, allowing one operator to maneuver it easily. The system’s compatibility with both 4-inch and 6-inch hoses and its unique remote control speed adjustment further distinguish it from other pumps. Praqua Supplies LTD is the sole manufacturer and distributor providing this exact combination of features, leading to the decision to invoke FAR 6.302-1 for sole source acquisition. The agency has provided technical and contracting points of contact for inquiries and indicated that no further competitive postings will be made.
