The Army Contracting Command at Aberdeen Proving Ground, through the Natick Contracting Division, plans to award a firm fixed price purchase order on a sole source basis to Siebring Manufacturing, Inc. This procurement is to support the Shelters Technology, Engineering & Fabrication Directorate at the Natick Soldier System Center by converting four fielded Heatmaster and Military 401 Furnaces from oil to natural gas. Siebring Manufacturing, Inc. is the original equipment manufacturer of these furnaces and the sole provider of the proprietary conversion kits required for this task, as no industry standard or alternative parts are available or compatible. No solicitation for competitive quotes will be issued, but the government will consider written notifications from any firm claiming the capability to meet the requirement, although the decision to pursue competition remains solely at the government's discretion. Market research found no alternative sources due to the unique design and proprietary nature of the conversion kits exclusive to Siebring Manufacturing, Inc. This procurement is a one-time purchase, with no plans to remove competition barriers for future acquisitions. Interested parties were invited to respond by a specified deadline to express their interest and capability.
