AI Contract Overview
Brookhaven Science Associates, LLC is soliciting proposals under RFP 462624 for the design, manufacturing, testing, delivery, partial installation, and commissioning of a cycloconverter power control and regulating system to support the AGS Motor Generator Set at Brookhaven National Laboratory. The system is critical for dynamically regulating AC input power to a 9 MW wound rotor induction motor driving a 95 MVA salient pole generator, ensuring precise control of real and reactive power for the operation of accelerator magnets. The technical requirements are defined in Specification spec_CAD-1369 and the Statement of Work, which mandate strict adherence to ASME B30.26, NFPA 70 (2020), UL 508, and NQA-1 standards, as well as NRTL certification for all commercial components. Proposals must demonstrate proven experience with similar high-power cycloconverter systems and include comprehensive deliverables such as as-built drawings, control software with source code, test records, and full documentation. The procurement is conducted as full and open competition under NAICS 335999 with a size standard of 600 employees, and no set-aside is used. Offerors must submit two separate volumes—one technical and one business/price—electronically by the extended deadline of May 8, 2026. Evaluation is based on a 100-point trade-off model prioritizing technical capabilities and prior experience equally at 40 points each, followed by manufacturing capabilities and quality assurance at 10 points each, with a minimum score of 70 required for technical acceptability. Award will be made to the offeror providing best value, not necessarily the lowest price. All equipment must comply with ASTM D3951-10 packaging standards, including proper bracing, weather protection, asbestos-free vermiculite use if applicable, and detailed labeling with center of gravity, gross weight, serial numbers, and lot tracking. Delivery is DAP BNL, Upton, NY, with performance milestones spaced over 104 weeks, culminating in commissioning and final acceptance at the laboratory. Contractors must comply with extensive federal and DOE-specific requirements including cybersecurity protections, whistleblower rights, counterfeit parts prohibition, Buy American compliance, privacy training, export control laws, and affirmative action programs. All personnel requiring facility access must meet personal identity verification standards, and contractors must submit quality assurance and configuration management plans prior to beginning work.
