Army Contracting Command-Rock Island is establishing a sole-source Blanket Purchase Agreement (BPA) with Legacy Fire Apparatus for the maintenance, diagnostics, and repair of three specific fire apparatuses: a 2022 Pierce Pumper/Engine, a 2016 Emergency One Pumper/Engine, and a 2011 Pierce Truck/Aerial. The agreement spans five one-year ordering periods from December 1, 2026, through November 30, 2031, with a total master dollar limit of $273,335.00. All services must adhere to National Fire Protection Association (NFPA) standards, specifically NFPA 1071, 1500, 1906, 1911, and 1914. Individual call orders are limited to $25,000 per transaction. The pricing structure includes fixed hourly rates for standard and overtime labor, annual NFPA inspection costs, and a material pass-through for OEM parts with a markup not to exceed 10%. The contractor must provide NFPA 1071 certified technicians and provide a 90-day workmanship warranty and a minimum one-year parts warranty. Award is based on the Lowest Price Technically Acceptable (LPTA) criteria, evaluating technical compliance, technician certifications, and the ability to meet the emergency response time.
