Fire Truck Maintenance & Repair
Solicitation # PANROC-26-P-0000-034092
Army Contracting Command-Rock Island is establishing a sole-source Blanket Purchase Agreement (BPA) with Legacy Fire Apparatus for the maintenance, diagnostics, and repair of three specific fire apparatuses: a 2022 Pierce Pumper/Engine, a 2016 Emergency One Pumper/Engine, and a 2011 Pierce Truck/Aerial. The agreement spans five one-year ordering periods from December 1, 2026, through November 30, 2031, with a total master dollar limit of $273,335.00. All services must adhere to National Fire Protection Association (NFPA) standards, specifically NFPA 1071, 1500, 1906, 1911, and 1914. A critical performance requirement is the mandatory 40-minute on-site response time for after-hours emergency calls, with failure to meet this metric potentially leading to termination for cause. The BPA utilizes Simplified Acquisition Procedures under FAR Part 13, with the Government Purchase Card serving as the exclusive method for ordering and payment. Individual call orders are limited to $25,000 per transaction. The pricing structure includes fixed hourly rates for standard and overtime labor, annual NFPA inspection costs, and a material pass-through for OEM parts with a markup not to exceed 10%. The contractor must provide NFPA 1071 certified technicians and provide a 90-day workmanship warranty and a minimum one-year parts warranty. Award is based on the Lowest Price Technically Acceptable (LPTA) criteria, evaluating technical compliance, technician certifications, and the ability to meet the emergency response time.

CAAA Rapid Acquisition Sustainment Program (RASP) BOA
Solicitation # W519TC-26-R-RASP
The CAAA Rapid Acquisition Sustainment Program (RASP) is a small business set-aside procurement utilizing a three-step framework to provide commercial products for the Crane Army Ammunition Activity. The process begins with a qualification phase where the Government executes no-cost, multi-award Basic Ordering Agreements (BOAs) valid for up to five years. To be eligible, offerors must demonstrate technical capability and past performance in at least one of seven supply categories: machined and fabricated metal parts, plastics and injection molded components, wooden containers, chemicals, paints and coatings, miscellaneous hardware, and other Class IX sustainment products. Once the BOA pool is established, the Government will issue competitive, firm-fixed-price requests for quotes exclusively to active BOA holders. Eligibility for the master BOA requires active SAM.gov registration, Joint Certification Program (JCP) registration for accessing export-controlled technical data, and a conditional CMMC Level 2 Self-Assessment in the Supplier Performance Risk System. Proposals are evaluated on an acceptable or unacceptable basis for technical capability and past performance, with no pricing evaluated at the BOA level. Prime contractors must adhere to the Non-Manufacturer Rule and perform at least 50 percent of the cost of manufacturing for supply orders. All deliveries are made to the CAAA facility in Crane, Indiana, and require strict adherence to the Carrier Appointment System and specific labeling standards, including MIL-STD-129 and hazardous material protocols.
