Army Contracting Command-Rock Island is establishing a sole-source Blanket Purchase Agreement (BPA) with Legacy Fire Apparatus for the maintenance, diagnostics, and repair of three specific fire apparatuses: a 2022 Pierce Pumper/Engine, a 2016 Emergency One Pumper/Engine, and a 2011 Pierce Truck/Aerial. The agreement spans five one-year ordering periods from December 1, 2026, through November 30, 2031, with a total master dollar limit of $273,335.00. All services must adhere to National Fire Protection Association (NFPA) standards, specifically NFPA 1071, 1500, 1906, 1911, and 1914. A critical performance requirement is the mandatory 40-minute on-site response time for after-hours emergency calls, with failure to meet this metric potentially leading to termination for cause. The BPA utilizes Simplified Acquisition Procedures under FAR Part 13, with the Government Purchase Card serving as the exclusive method for ordering and payment. Individual call orders are limited to $25,000 per transaction. The pricing structure includes fixed hourly rates for standard and overtime labor, annual NFPA inspection costs, and a material pass-through for OEM parts with a markup not to exceed 10%. The contractor must provide NFPA 1071 certified technicians and provide a 90-day workmanship warranty and a minimum one-year parts warranty. Award is based on the Lowest Price Technically Acceptable (LPTA) criteria, evaluating technical compliance, technician certifications, and the ability to meet the emergency response time.
