4th Street Mobility Improvements Project and Downtown Bus Stop Improvements Project, Specification No. PW 23-59

The City of Oxnard is soliciting sealed bids for the 4th Street Mobility Improvements Project and Downtown Bus Stop Improvements Project under Specification No. PW 23-59, with bids due by 2:00 PM on September 9, 2026. The project encompasses a comprehensive range of infrastructure enhancements along 4th Street from C Street to Oxnard Boulevard, including new concrete sidewalks, curb and gutter, road and driveway reconstruction, electrical conduit and pull boxes for street lighting, traffic signals, bus shelters, street furniture, bike lanes, landscaping, and an irrigation system, with striping improvements extending to Meta Street and the intersection with 6th Street. Additionally, approximately fifty downtown bus stops will be upgraded. Work will involve demolition of existing pavement, curbs, gutters, and sidewalks; removal and replacement of street lighting and trees; excavation and reconstruction of roadways; installation of storm drains and concrete structures; adjustment of utility covers to finished grade; placement of asphalt concrete; and final traffic striping. All work must comply with the 2018 edition of the Standard Specifications for Public Works Construction and all amendments through the 2021 edition, collectively referred to as the Greenbook. Bidders must obtain all contract documents exclusively through the City’s electronic bidding portal at Planet Bids, as the Public Purchase platform is not used for this solicitation.
