AI Contract Overview
The United States Coast Guard, under the Department of Homeland Security, intends to award a sole-source contract to Rolls-Royce Solutions America for the delivery of factory training on the MTU S4000M engine to eight personnel at its Training Center in Yorktown, Virginia. This action is based on a Justification for Other Than Full and Open Competition, which establishes that Rolls-Royce is the only supplier in the United States capable of providing the required factory technician training with manufacturer-recognized certification, as well as the exclusive owner of proprietary technical data, diagnostic software, and control systems for MTU Series 396, 1163, and 4000 engines. The training program, scheduled for July 27 to 31, 2026, will cover operation, maintenance, troubleshooting, and repair of the engine and its ship automation systems, including CAN communication, DiaSys diagnostic software, and ECU programming at Level 1B. The contract is classified under NAICS code 611430 with no set-aside, and the award will be made under FAR 12.102(a) for commercial products and services at or below the simplified acquisition threshold, with a possible five-year option. All training will be conducted in person during standard business hours, Monday through Friday, and must be delivered by a Rolls-Royce-certified instructor. Respondents to the Notice of Intent to Award are required to demonstrate technical equivalency to OEM training and provide documentation of their ability to handle classified information, along with company details including name, address, CAGE code, UEI number, business size classification, and point of contact information—all without submitting pricing. Responses must be sent via email by 1:00 PM on June 12, 2026, with the specified subject line, and oral submissions are prohibited. Proprietary information must be clearly marked, and the government retains the right to follow up with respondents for clarification. Upon award, the contractor must hold a kick-off meeting within ten business days, submit a final project plan within ten days after the kick-off, and provide status reports within ten days following each training session. The contractor must also notify the contracting officer at least 30 business days in advance of any proposed replacement of key personnel, submitting documentation that the substitute meets or exceeds the qualifications of the original. Facility access to TRACEN Yorktown requires coordination with designated government representatives, and travel costs will be reimbursed
