The National Institute of Standards and Technology (NIST) awarded an indefinite delivery indefinite quantity contract to Atlantic Door Control, Inc., located in Elkridge, Maryland, initially in July 2001, for the supply and installation of specialty door systems. This contract has been extended through June 19, 2002, with three additional one-year option periods available, and has a total value not to exceed $1,094,000 throughout its duration. In response to increased security concerns following the events of September 11, 2001, the contract scope was modified to accelerate door access security efforts by including two additional door manufacturers, Steelcraft and Next Door Company, in both the contract line items and the Statement of Work. The amended contract action is planned as a sole-source procurement under the authority of FAR 6.302, meaning the government intends to solicit and negotiate exclusively with Atlantic Door Control, Inc. However, the notice provides an opportunity for other interested parties to express their interest and capability or submit proposals by June 10, 2002. While this announcement is not a formal request for competitive proposals, submissions received will be evaluated to determine whether a competitive procurement will be pursued. Any decision not to compete will be at the discretion of the government, with responses primarily used to assess the feasibility of opening the contract to competition.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
