The US Army Contracting Command awarded contract W15P7T-12-D-C008 to General Dynamics C4 Systems in the amount of 46,213,099.27 dollars on December 6, 2011. This five year sole source procurement provides spare parts, repair services, and technical support for the Common Ground Station and Joint Services Workstation, which are components of the Joint Surveillance Target Attack Radar System. The contract was established as a Firm Fixed Price, Indefinite Delivery Indefinite Quantity agreement. This action was conducted without competitive procedures because General Dynamics C4 Systems is the sole responsible source and configuration manager for the system. The company possesses proprietary design information, software source codes, and technical specifications necessary to ensure the interoperability and interchangeability of parts. Due to this unique knowledge and the government's lack of detailed design data, no other source could satisfy the agency requirements.

This contract action was accomplished using other than competitive procedures because there is only one responsible source as this is a follow-on contract, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The US Army Contracting Command, Aberdeen Proving Ground, MD 21005, awarded Contract W15P7T-12-D-C008 to General Dynamics C4 Systems (Scottsdale, AZ) in the amount of $46,213,099.27 on 06 December 2011. This requirement is a 5 year sole source procurement for spare parts, repair services, and technical support services for the Common Ground Station (CGS)/Joint Services Workstation (JSWS), which is part of the Joint Surveillance Target Attack Radar System. POCs are Carla Lueddeke, Contract Specialist +1 (555) 000-0000 (contact@example.gov) and Frank S. Caltabilota, Contracting Officer +1 (555) 000-0000 (contact@example.gov). Original Synopsis: Added: Jan 09, 2009 12:44 pm The US Army CECOM Contracting Center Army Contracting Command, Fort Monmouth, NJ 07703-5000, intends to issue a sole source procurement for spare parts, repair services, and technical support services for the Common Ground Station (CGS)/Joint Services Workstation (JSWS), which is part of the Joint Surveillance Target Attack Radar System, to General Dynamics C4 Systems (GDC4S), Scottsdale, AZ. The Government does not possess all of the detailed design information or specifications that any source, other than GDC4S, would need in order to produce spare parts for the CGS/JSWS that meet the Governments form, fit, and function requirements. GDC4S is the configuration manager for the CGS/JSWS and controls the design below the performance specification level. GDC4S proprietary data, to include drawings, software, source codes, and test and calibration procedures, is needed to assure interoperability and interchangeability with CGSs/JSWSs that have been previously procured from GDC4S. Only GDC4S possesses the unique knowledge of the CGS/JSWS design and, consequently, it is the only source that can provide the required spare parts. The intended resulting contract will be a five (5) year Firm Fixed Price, Indefinite Delivery Indefinite Quantity Contract for spare parts with Time and Materials line items for spares with a minimum guarantee of $2,500,000.00, which will be awarded under the initial Delivery Order and an estimated overall contract ceiling value of $47,000,000.00. This sole source procurement is authorized under FAR 6.302-1, Only One Responsible Source and 10USC2304(c)(1). The solicitation document will be posted on or about 02 February 2009 via the Armys Interactive Business Opportunity Page (IBOP). The US Army, CECOM Contracting Center has established the IBOP website as part of the Armys Single Face to Industry. All parties interested in doing business with CECOM LCMC are invited to access, operate, send and receive information from the IBOP at htts://abop.monmouth.army.mil. To register, go to the IBOP website at https://abop.monmouth.army.mil and click on the User Registration link under Support Services. ***Revised- Minimum buy guarentee was reduced to $500k before contract award at the discretion of General Dynamics C4 Systems and the Government.***
