Naval Sea Systems Command (NAVSEA) plans to award a sole source contract to ITT Gilfillan (ITTG) Division for the upgrade and refurbishment of the AN/SPS-48(E) Radar Systems. The contract includes the procurement of field change kits for system upgrades, as well as material and engineering support services to address obsolescence issues, perform depot repairs, maintain Government-furnished equipment, and assist with installation. ITTG is uniquely qualified for this work as the original designer, developer, and sole manufacturer of the radar system, making them the only source capable of meeting the government's requirements. The contract will be structured with a combination of firm fixed-price and cost-plus-fixed-fee items and will cover two upgrades in fiscal year 2005, with options for additional upgrades in fiscal years 2007 and 2008. The scope also encompasses the necessary technical, administrative, and financial documentation to support Navy ship construction, including all related materials such as repair parts, components, accessories, and tools. This procurement is justified under federal acquisition regulations that allow for sole source contracting when only one responsible source exists that can fulfill the agency’s requirements. The synopsis is posted on key federal and Navy contracting sites to inform potential subcontractors, who are encouraged to contact ITTG’s subcontracting department for opportunities. This arrangement ensures continued sustainability and modernization of critical radar capabilities for the Navy.
