The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a sole source purchase order for an R2Sonic Multi Beam 2020 system. This action is based on the necessity to maintain consistency and accuracy in their surveying operations, as they currently use four R2Sonic Echo Sounders. The use of identical equipment is crucial to ensure repeatability and reliable volume analysis results, which cannot be achieved with products from other manufacturers, even if they have similar specifications. Consequently, this is a Notice of Intent to Sole Source, not a request for proposals, and no solicitation document will be issued. The agency is seeking information from interested parties solely to determine whether a competitive procurement might be conducted in the future. Responses are requested by June 22, 2013, and should be directed to Amy Hamilton, the designated point of contact, with an alternate contact available as well. The purchase aligns with FAR 6.302-1(c), allowing for sole source acquisition based on brand name justification. The contract falls under NAICS code 334511, relating to surveying and mapping equipment, and will be performed by the Jacksonville District of the US Army Corps of Engineers.

THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a purchase order on a brand name basis in accordance with FAR 6.302-1(c) Only one brand name source will be sufficient for our requirement. No other supplies or services will satisfy agency requirements. USACE is seeking to purchase an R2Sonic Multi Beam 2020 system. We already possess four (4) R2Sonic Echo Sounders. Using identical systems is critical in producing accurate results in surveying. We require repeatability to reproduce the same surveying result over a given area. Different manufacturer's models with similar specifications will still produce results that are outside the acceptable tolerance of error when computing volume analysis. This is a Notice of Intent not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses may be submitted to Amy Hamilton, +1 (555) 000-0000, FAX: +1 (555) 000-0000, or E-mail: contact@example.gov by Friday, 22 June 2013 at 12:00 p.m. EST. Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
